The 29 Days Campaign is a 12 months campaign that aims to hold the 6th Administration of the South African government to its commitment of paying suppliers within 30 days of invoice. The Campaign will run from 01 April 2019 to 31 March 2020.
With the stagnant economic growth, small businesses, including those that do business with government are the major source of employment and economic activity.
If small businesses are not paid on time, it impacts negatively on their cash flow, and often leads to the death of the business.
The campaign will be run of 5 pillars
A public list of defaulting government departments and entities. This information will be sourced through bi-monthly parliamentary questions by ANC members of parliament to the members of the Executive.
There will be Blogs posted on this website, some of which will be published in local and national newspapers highlighting the necessity for government to pay invoices on time.
Where necessary, there will be proposals made on the amendment of statutory provisions to strengthen accountability regarding the on time payment of invoices by government departments and its entities.
There will be online protests. There will also be physical public protests. These protests will be timed and coordinated for maximum impact.
The fifth pillar will be an online tracking tool, which will track the RFQ/RFP from cradle to payment. Tracking a transaction from cradle to payment is a mechanism to avoid victimising a business at the point of payment. The fifth pillar is likely to go beyond the period set for the campaign, as its development might take time.
The campaign is open to all South Africans to participate in it. It is noteworthy that this campaign is initiated by the interim structure of the ANC Professionals League.
This campaign is targeted at all of government, in its various spheres, and its entities. However, it is very important to note that it excludes the municipalities in KwaZulu Natal. No one should attempt to do any action that involves a municipality in KZN in the name of this campaign. This campaign hereby distances itself from anyone or any action by anyone who may claim to act in this campaign’s name if it involves a municipality in KZN.
